The San Luis Obispo County Air Pollution Control District approved a cooperative deal Wednesday with State Parks to find ways to reduce dust pollution generated at the Oceano Dunes State Vehicular Recreation Area.
The agreement was unanimously approved by the air pollution control board and has also been signed by State Parks officials. The memorandum of agreement is also expected to be approved Tuesday by the Board of Supervisors.
A scientific study released earlier this year links increased dust pollution on the Nipomo Mesa to the use of off-highway vehicles in the dunes.
The controversial study concludes that off-road vehicles in the Oceano Dunes SVRA break up a natural crust that forms on the sand dunes, allowing tiny particles of dust to be blown from the beach onto the Mesa.
Under the two-year agreement, a technical advisory committee will be formed to develop dust-control pilot programs that could be implemented by State Parks at the popular off-highway park. A management oversight committee will also be formed to oversee the technical advisory committee.
“It took awhile to hammer out what would go into the MOA (memorandum of agreement) and how it would be implemented,” said Larry Allen, Air Pollution Control District executive director.
Allen said the technical advisory committee will do the majority of the work on an emissions-reduction plan for the Oceano Dunes SVRA. The six-member committee will include two people each from the Air Pollution Control District, State Parks and the county. It will also have an outside technical expert.
The committees are expected to be formed within the next two weeks, and a scope of work is envisioned by mid-November. A draft plan is anticipated to be completed by summer 2011, with a final plan expected in September 2011.
However, many of the district directors, as well as Allen, were disappointed with the proposed timeline and felt that not having some type of pilot program in place by the time the spring winds hit the county wouldn’t help to solve the problem and delay finding a solution.
“I am very concerned with the timeline,” said Director Bruce Gibson. “It seems to me there’s a serious lapse of opportunity to get going on this problem. It’s extremely important to have a pilot program on the ground before the spring winds.”
Gibson wanted State Parks to make a good faith promise to have a pilot program in place at the dunes by March, but the agency wasn’t willing to make that commitment because not all of the stakeholders were at the meeting.
State Parks officials have concerns and questions about the study and don’t necessarily agree that the dust pollution on the Mesa is caused by off-highway vehicle at the beach.
The study didn’t identify the percentage of dust pollution caused by off-highway vehicles.
Phil Jenkins, State Parks Off-Highway Vehicle Recreation Division director, said the key to effectively reducing dust pollution at the dunes would be to implement a program that has measurable results, which has yet to be developed.
Executing a pilot program that doesn’t measure the reduction of pollution “wouldn’t do anybody any good,” Jenkins said.
“It’s a good agreement and I am asking you to trust us,” Jenkins said, adding it’s a valid concern about the timing of getting pilot projects in place.
Possible methods for reducing dust at the dunes discussed previously include planting more vegetation in the riding areas and installing wind fences.

Jury Finds No Product Defect with Yamaha Rhino

The 2008 model year saw the introduction of the RANGER RZR 800, the first Sport Side-by-Side with razor-sharp performance. American Honda Announces 2011 Off-Road Models and ATVs
American Honda Motor Company's Powersports Division announced to its dealers today an additional release of off-road models and ATVs for the 2011 model year. These Hondas include the CRF450R and CRF250R motocross machines, CRF70F and CRF50F off-road motorcycles, the FourTrax Rancher family of ATVs, and the sporty TRX250X.

Recreational Off-Highway Vehicle Association Launches Interactive E-Course for ROV Safety
Two-hour Course Emphasizes Safety-Minded Approach to Off-Highway Recreation
The Recreational Off-Highway Vehicle Association, sponsored by Arctic Cat, BRP, Polaris and Yamaha, announces the release of the beta version of its new ROV E-Course - a free, interactive online safety course available on its website, rohva.org. The new E-Course is the first formalized educational resource for the growing community of ROV enthusiasts to reinforce driver responsibilities, identifying:
“ROHVA’s E-Course is an excellent resource for both new and experienced ROV drivers to learn how to safely operate their vehicles while enjoying the freedom of adventure they provide,” said Paul Vitrano, executive vice president of the Recreational Off-Highway Vehicle Association. “The E-Course is intended to improve awareness about ROVs and inspire a safety-minded approach to off-highway recreation.”
The two-hour on-line safety course helps develop safe driving habits but is not a “learn to drive” course. Users can save their progress and stop at any time to pick up later where they left off. At the end of the course users have the option to take an ROV safety quiz to test their knowledge. To register for free, drivers can visit cbt.rohva.org.
ROVs operate similarly to on-highway cars and trucks but there are special considerations when operating in an off-highway environment. The ROV E-Course provides drivers a new resource to reinforce proper techniques and safety rules. Following such rules are essential, as a recent study of ROV crashes revealed at least one behavior warned against in manufacturer operator manuals was present in 98 percent of crashes. These warned-against behaviors include doing stunts, riding at excessive speeds, riding on paved roads, using alcohol or drugs while driving, improper seating of passengers, failing to wear a helmet and failing to wear a seat belt.
The study also found that 23 percent of crashes involved drivers under the recommended age. ROHVA recommends that no one under the age of 16 should operate an ROV without a valid driver’s license. The ROV E-Course is not intended for children.
As highlighted in the E-Course, ROHVA urges enthusiasts to follow the ROV Safety Rules to ensure the safety of drivers, passengers and everyone else.

- Always wear a helmet and other protective gear, use the seat belts, and keep all parts of your body inside the ROV.
- Never drive on paved roads except to cross when done safely and permitted by law. ROVs are designed to be operated off-highway.
- Drive only in designated areas, at a safe speed, and use care when turning and crossing slopes.
- Never drive under the influence of alcohol or other drugs.
- Never drive an ROV unless you’re 16 or older or have a driver’s license. ROVs are not toys.
- Never carry more passengers than the ROV is designed for, and never allow a passenger who is too small to sit in a passenger seat to ride in the ROV.
- Read and follow the operator’s manual and warning labels.

Holz Gives First Look at Long Travel Kit for Can-Am Commander
It was perhaps the most anticipated and long awaited performance UTV launch in the history of the UTV category. With rumors running rampant for months and in some cases years of a forthcoming performance UTV from Can-am, the Commander is finally reality and the UTV community is salivating and awaiting its arrival in dealerships this fall. Fortunately, if all goes to plan at Holz Racing Products, you won’t have to do the same when it comes to the latest suspension, chassis and performance parts for the Can-Am Commander.
Holz Racing Products is now ready to tip their hand too, giving interested early Commander buyers a first look at the Holz Long Travel Suspension Kit for the Can-Am Commander. In addition to the long travel kit, Holz is also developing other Commander performance products such as Half Doors, Rock Sliders, Front and Rear Bumpers, a Skid Plate Kit and more. Working with Team Motoworks, a Can-Am equipped off-road racing effort based out of Vista, California; Mark Holz designed and developed the all-inclusive long travel kit earlier this spring. Since that time, the kit has been exposed to on-going testing by the Motoworks team.
“We designed the long travel kit to be a simple bolt-in solution,” said Mark Holz, owner of Holz Racing Products. “Just like our successful and respected Polaris RZR Long Travel +4 Kit, the Commander Kit will include all necessary hardware in one complete package.”
Like virtually all Holz Racing Products, the Holz Commander Long Travel Suspension kit will feature precision, made in the USA craftsmanship and will undergo rigorous testing both on the track and off to ensure quality is industry leading. To achieve such high standards, the Holz Commander Long Travel Suspension Kit will feature tig-welded, chromoly construction; will include necessary hardware such as tie-rod extensions, longer brake lines and axle shafts; and will be finished in a durable black powder coat.
While final details and pricing are being ironed out at this time, Holz and his crew of precision fabricators are pleased with the results thus far and are on-target to deliver the Commander Long Travel Kit to market in unison with the Can-am Commander arriving in dealerships this fall.
“We are working through the final details now,” said Holz. “The performance of the kit even in its early stages was very good, now we’re working on final calibrations.”

BLM target nudity, safety hazards at off-road meccas such as Glamis

The federal Bureau of Land Management has officially banned nudity in Southern California desert recreations areas under its jurisdiction.
While public nudity always has been an infraction subject to citations, the bureau's action makes it a federal crime, subject to a possible $1,000 fine and/or a year in jail.
Tension has existed for years between party animals and families with children at popular off-road playgrounds such as Imperial Sand Dunes -- popularly known as Glamis -- in Imperial County. The BLM banned public nudity there years ago; now the prohibition is extended to "all developed sites and areas and all ORV open areas" in the agency's Desert District, including Riverside, San Bernardino, Imperial and Los Angeles counties.
The ban covers mobile strip shows, naked motorcycling and women flashing their breasts, all behaviors that have brought complaints from other people using the public recreation areas as well as warnings and tickets from law enforcement officers.
Geri George, co-owner of Funco Motor Sports, said she is behind the nudity ban "1,000 percent."
George's company has built and sold dune buggies for 45 years. She has seen her share of inappropriate behavior at off-roading hot spots, she said, at areas including Glamis and the Dumont Dunes north of Baker in San Bernardino County.
The debauchery often starts when young men drink too much and spoil the atmosphere for others, George said.

Taming the off-road gathering has been a priority of the BLM and sheriff's officials for more than a decade, officials have said.
The BLM prohibited nudity at Glamis in 2001, where as many as 190,000 people gather for Thanksgiving weekends. As many as 100 federal rangers and sheriff's deputies have enforced the peace there during holiday weekends, including Thanksgiving and New Year's, BLM officials have said.
Beyond nude antics, the revelry at Glamis has included motorcyclists chasing burning tires down hills after dark, putting explosive aerosol paint cans in campfires and popping wheelies in pits of burning gasoline, according to videos posted on off-roading websites.
BLM rangers and county sheriff deputies always have enforced state nudity laws in public places, BLM spokesman Steve Razo said. The new ban adds more teeth to the prohibition, he said.
Nude partying isn't the BLM's only target in cracking down on people using public land.
To try to make people's camping experience less hazardous, the bureau also has banned riding in truck beds or on other parts of motorized vehicles not designed for passengers; use of glass beverage containers; firewood with nails; and metal or wooden stakes. In addition, campers are not allowed to "save" campsites for other people at off-roading areas.

Sandfest rips down the North Bend Dunes

NORTH BEND, Ore. -Whether you're hopping on a quad, putting it in 4-Wheel Drive, or hoofing it out to the sand dunes this weekend, there's something for everyone during the annual Original Sandfest 2010.
Right off the road near Boxcar in North Bend, lies a couple dozen vendors offering a wide range of riding essentials and accessories.
Sponsored once again by Northwest Off-Road Timing Authority, Sandfest Coordinator Bre Miller, says this time around, the event is moving like clock-work.
Among the open dunes includes scheduled demo rides, grand prix, drag and motorcross racing, as well as live entertainment on stage. And side from the small fee associated with racers, hold onto your helmet, this entire event is free to the public.

"It's been a bad economy the last couple years and people don't have the money to go out and spend to pay and camp and pay to come into the events, so we do it all for free," said Miller. "The whole staff is strictly volunteers. We don't get paid for this, we don' make money off it, we do it strictly for the community and the love of the sport."

Entrance Road to Sand Mountain to be Temporarily Closed on Weekdays for Paving Project Starting July 7
CARSON CITY, NV. – The Bureau of Land Management (BLM), Carson City District-Stillwater Field Office, announces that starting Wednesday, July 7 through approximately August 26 the entrance road to BLM’s Sand Mountain Recreation Area off U.S. Highway 50 will be closed for road reconstruction and paving on weekdays from 5:00 a.m. on Mondays through 4:00 p.m. on Fridays. The entrance road will reopen for weekend recreational access on Friday afternoons at 4:00 p.m., and remain open Saturdays and Sundays through Monday mornings at 5:00 a.m. Sand Mountain is located approximately 25 miles east Fallon, Nevada, in Churchill County, Nevada.
The Sand Mountain entrance road is being reconstructed to improve the access for approximately 50,000 off-highway vehicle enthusiasts, hikers & sandboarders who visit Sand Mountain Recreation Area and the Sand Springs Pony Express Station each year. The existing gravel road has a deteriorating rock and gravel base and has never been paved. The construction and paving project is being conducted during the hottest months of the year when traditional visitation to Sand Mountain is at its lowest.
Due to the use of heavy equipment during reconstruction and paving of the road, vehicle access between U.S. Highway 50 and Sand Mountain will be closed between 5:00 a.m. on Mondays through 4:00 p.m. on Fridays. Access to the Sand Springs Pony Express Station will also be restricted due to construction work.
